Mosaic health & safety workforce software to be used by Keir BAM on Hinkley Point C earthworks contract

A Kier BAM joint venture has now signed contracts with EDF Energy to carry out £100m+ of site preparation works for the Hinkley Point C nuclear power station in Somerset. Keir BAM have chosen Mosaic Management Systems to help them manage their workforce on this project by delivering an online health & safety platform for the duration.

The work that Keir BAM have been engaged to complete includes excavation, earthworks, terracing, the installation of construction site infrastructure and formation of roads and networks to allow main construction to start. The contract is estimated to create 350 jobs.

The Mosaic systems will be used to record the delivery of safety briefings and toolbox talks in real-time. In addition, the SkillCheck module will be used to check workforce competencies and monitor them over the contract duration. Assets will also be tracked using the Mosaic RFID technology, that flags up who is using what, and also helps schedule inspections and maintenance.

Mosaic employed to help Costain & Skanska on HS2 enabling works project

Costain and Skanska have been awarded the South Enabling Works Contract for High Speed Two (HS2) Ltd. The award is worth up to £300m to the Joint Venture (JV) parties over four years. Mosaic has been chosen as the preferred partner to deliver an online health and safety solution, supporting their workforce and supply chain for the period of the works.

The project will cover the essential preparatory work needed to deliver the main HS2 programme on time and on budget. It will create jobs and training opportunities across the JV’s UK-wide supply chain. Mosaic steps into the breach as changes to CSCS card scheme come into force

As of the 31st March 2017, CSCS now solely issue cards to those with construction related occupations. Historically, Construction Related Occupation (CRO) cards were also being issued to non-construction related roles as well, but this in no longer the case. However, it should be noted that CRO cards issued since 1st October 2015 will expire on 30th September 2017.

In a recent Construction News article, Graham Wren Chief Executive of CSCS points out that some workers entering a site

are being wrongly refused as some sites are still operating a 100 per cent carded workforce policy. These workers not being allowed entry are to perform a non-construction activity, such as catering staff, drivers delivering materials, cleaners or security guards. This blanket policy has in the past usually been stipulated by head offices or clients insisting all workers and visitors should carry a CSCS card.

What has prompted Mr Wren’s to make a statement is that CSCS has stopped issuing cards for these and more than 60 other unrelated occupations. Furthermore, he elaborates on the changes to the card scheme:

“the blind faith many employers place in a 100 per cent carded workforce can introduce unnecessary safety risks on site.”

The opinion of his organisation is that cards are often being used simply as a means for the worker to gain access to site, rather than to verify the cardholder’s qualifications. Sometimes cards are given no more than a quick glance, rather than a thorough inspection to ensure the cardholder has the skills and training for the job they do on site.

The move away from a coverage of 100% will see an increase in the numbers of individuals turning up to site without a card. However, he points out that CSCS are not asking Site Managers to allow just anyone in. Those they do allow in with non-construction qualifications will still need to be inducted and informed about health & Safety. Therefore, the onus is still completely on the Site Manager to police access entry and check qualifications.

CSCS state that their decision not to issue cards for unrelated occupations is a considerable change for the industry, but one that has the potential to raise standards, improve safety and move us ever closer to what industry has long desired: a fully qualified workforce.

As a CSCS IT partner we have access to their database to check worker CSCS cards are in date and not fake. Once checked, workers can continue to use their CSCS on site or alternatively a Mosaic Smartcard can be issued. When the CSCS card expires, an ‘administrator’ is notified, who can inform the worker to get it renewed.

Non-construction related roles can easily be added to the skills matrix on the online Mosaic system and cards can then be issued to these personnel. Qualifications and expiry dates can also be included as they would be with construction related roles. In this way the competencies of these previous CRO card roles are still verified and vetted under the system. Visitor cards can also be issued and dealt with in accordance with the respective visitor policy on site.

10 questions you are unlikely to hear a Site Manager ask on a Mosaic project

We take a look at how the deployment of a Mosaic Management System can change site working practices and worker behaviour. Below are ten questions that you would be unlikely to hear from Site Managers, once the Mosaic suite of products is fully operational on site:

1. “Who has actually been inducted?” …I will need to gather all the paperwork together…

Mosaic Induction Manager allows all those participating in the induction process to book themselves onto the class. The induction can then be delivered on-line, off-line or a combination of both depending on client requirements. Once finished the worker is registered against their record as having completing the induction.

Site Managers can easily run a report to check who has received their induction and therefore is eligible for site access. Paperwork and spreadsheets are no longer necessary, saving considerable administration time.

2. “Is that worker qualified to do that?”… Someone could get hurt here…

Depending upon client requirements, all qualifications can be checked before access to site is

3. “Where is the contractor qualification certificate evidence?”… I cannot find copies…

4. “Can I check your CSCS card is in date?”… I am worried about fake cards also…

When a worker is booking out a tool, or piece of plant via the storeroom, Mosaic will flag up if they do not have the right qualifications or skill-set to use it. They can then be denied from taking a piece of equipment that they are not qualified for.

6. “Who on site has not had a start of shift briefing?”…On a busy and complex project such as this, I need to ensure all workers receive this..

8. “I thought that worker had a site ban in place and was not allowed on here?”…With a site ban in place, I would be open to all sorts of litigation claims should there be an accident…

On a worker’s record ‘site bans’ are recorded and activated. If they still possess a smart card, then this would be flagged up when they try to access the site.

9. “I will need to check when that piece of kit needs an inspection?”…Poorly maintained equipment causes more downtime than we can afford…

Once an asset (which can be tool, small plant, large plant) has been registered on the system, management will be notified when it needs inspection and maintenance.

10. “I am not entirely sure how many workers we have on site at this moment?”…I simply don’t trust the signing in book…

brexit and the UK construction sector

As the skills shortage debate comes to a head – we take a look at recent Brexit news that could further exacerbate this

There has been a lot written in the construction media over the last few years about the skills shortage that the industry faces in the coming decade. More recently the focus has been on how this is will be further compounded by leaving the EU. Balfour Beatty have already come out and said that one in ten of its recruits last year came from other EU countries. They cited Brexit as one of six issues exacerbating an engineering shortage in this country, adding that this could eventually drive up the price of building.

A harder form of Brexit realistically could shrink the construction industry’s capacity. This is during a period when it actually needs to grow to meet government objectives, Lord Stunell a key peer has warned parliament.

He is currently leading a review into the impact leaving the EU will have on the construction sector, and is on record as saying that the industry “needs to expand its capacity by about 35 per cent” in order to deliver key infrastructure projects on the timescales set out. These include major schemes such as Hinkley Point C, a third runway at Heathrow and High Speed 2.

However, should the UK’s exit from the EU manifest itself into a harder kind, where access to the single market is rescinded, the Customs Union is scaled back and under The Treaty of Rome freedom of movement is curtailed, then the industry in his estimations “will shrink by 9 per cent”. This assumption is based on the proportion of the UK construction labour force from elsewhere in the EU, which correlates with Balfour Beatty workforce stats.

Should a harder Brexit prevail, then the skills shortages within the sector will be further exacerbated by an ageing workforce. Regional contractors near Hinkley Point C are already having to change their building designs and methods on projects due to a looming skills shortage in the area.

Regardless of the outcome over the coming years, the opportunity now exists for the industry to further encourage new blood in and to manage the current workforce better to ensure some semblance of continuity can prevail. In order to do this, the larger players in the industry will certainly have to better embrace technology to support the older members of the workforce and find new methods to help ease pinch points in the labour supply.

The industry’s cyclical nature, fragmented structure, low margins and project risk make sustained financial resilience challenging. According to Construction News fewer companies, better operating structures and more pricing power will reduce the need to underbid and can break the industry’s vicious cycle. Projects will get larger, and require contractors with the resources and balance sheets to shoulder and manage construction risk, and continue to participate in public-private partnerships. The tragedy at Didcot Power Station was the low point of the year for the industry. Investigations continue and the cause will be probed, but the underlying fact is that fatalities rose in construction last year. Since the recession there has been pressure on companies to turn around losses, but this must not come at the expense of safety. We believe there must be a re-focus on this area in 2017.

Health, the oft-overlooked part of health and safety, will finally become a major industry theme in its own right next year. Various campaigns such as Mates in Mind to promote mental health, being led by the Health in Construction Leadership Group and supported by the British Safety Council, as well as CECA’s Stop. Make a Change campaign that is asking companies to use a stand-down day to discuss issues such as mental health and fatigue.
